Responsibilities:

Performs all tasks involved in the formation and award of contracts.
Communicates with bidders and personnel within our company to establish clear definition of requirements and to assure performance to the stated project requirements.
Assists and conducts meetings as needed to
perform the work.
Reports to and receives operational direction from designated
supervisor.
Receives functional guidance from respective (Sub)Contracts
GBU management.
Provides supervision to assigned (Sub)Contracts
personnel.
Maintains working relationships with project (Sub)Contracts personnel and other project supervisors in order to be cognizant of all
project operations and to implement appropriate actions on behalf of the
(Sub)Contract function.
Maintains relationships with bidders and (sub) contractor personnel in order to resolve specific project problems, to be aware of current market conditions, and to inform bidders and (sub) contractors, when necessary, of the overall project requirements.
Maintains contacts with Corporate and GBU (Sub)Contracts personnel, including functional managers.
Maintains contracts with corporate service departments such as Project Controls and Management Information.
Maintains contacts with client personnel as authorized and/or directed by the designated manager.
Supervises assigned personnel in the formation and award of project (sub)contract commitments through established policies and (Sub)Contracts procedures.
Undertakes formation of commitments when required by workload, complexity or other factors.
Supervises assigned personnel through established  policies in the administration functions of identified project (sub) contracts to ensure, in conjunction with other functional departments, performance of each (sub)contract is in accordance with the contracted terms and conditions and project requirements.
Undertakes administration of commitments when required by workload, complexity or other factors.
Conducts personnel annual reviews of assigned subordinates.
Recommends to designated supervisor salary actions, classification changes, terminations and transfers. Indoctrinates all newly assigned (Sub)Contracts personnel to the requirements and procedures of the project and client.
Monitors personnel to ensure they receive appropriate training and development to satisfy job performance
criteria and company personnel development objectives.
Supervises preparation and maintenance of project bidder lists, ensuring supporting input is received from all (Sub)Contracts functions and other functional groups.
Supervises preparation of bid request packages, addenda and other bid cycle correspondence to ensure proper format, content and project requirements are met.
Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers
within delegated approval authority.
Ensures all commitments made by subordinate personnel are accurately presented and follow established
approval and signing authorities contained in company policies and procedures.
Reviews and recommends bid selections that require higher approval authority. Executes commitments within delegated signing authority.
Communicates with Engineering and Construction supervision to assist, guide and plan the processing of service requisitions for all project (sub)contracts.
Develops project (sub)contracts operating procedures for review by designated supervisor and inclusion into the
project (sub)contract procedures.
Develops and coordinates with designated supervisor project work-hour estimates for the (Sub)Contracts function.
Monitors project work and the expenditure of work-hours within approved budgets.
Develops and coordinates with the designated supervisor the (Sub)Contracts personnel staffing plan to ensure staffing levels support project workload and (sub)contracts personnel are added and released in an orderly manner.
Reviews prime contract between client and makes recommendations to designated supervisor to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master (sub)contracts forms.
Develops, monitors, and maintains project master contracts forms, including legal and commercial terms and conditions to be included in the project (sub) contracts documents with the designated supervisor.
Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of (sub)contracts when such action is agreed as necessary by the designated supervisor.
Assures that project contracting of goods and services is consistent with Directives, Management Instructions and (Sub)Contracts Procedures.
Coordinates (Sub)Contracts operations in the project and field offices, and support offices to assure compliance with project requirements.
