Responsibilities:
Provides assistance and support to the Head of HSE (Drilling) in developing an Occupational Health and Safety Management System to achieve OHSAS 1800I certification. Prepares and implements the Department's Annual Safety Scheme and issues monthly reports.
Participates in the Monthly HSE Meetings and the quarterly Drilling Operations Incident Review Committee. Implements the Annual HSE Inspection Programme, maintains the Tracking System, follows up action items and ensures close out. Issues quarterly reports.
Conducts HSE audits and inspections as required and provides assistance during tenders.
Ensures Contractors comply with contract HSE requirements.
Carries out investigations of all incidents to determine root causes and learning values.
Reviews and monitors Job Safety Analysis and Unsafe Act/Condition Reporting (STOP) programmes for contractors. Compiles HSE statistics, analysis and develops remedial programmes.
Ensures adherence to Corporate HSE legal and industry HSE safety rules and regulations.
Oversees the maintenance of the Departments Safety Training Programme.
Member of the Emergency Response Team and liaison with the Well Control Specialist to coordinate emergency drills and well control training.
Assists Head of HSE (Drilling) to ensure all Corporate, legal and relevant safety requirements are incorporated into contracts, procedures, programmes and projects.
Develops standardized practices and procedures for both on and offshore activities.
Attends workshops and courses to determine and cascade best practices.
Reviews latest technology developments and recommends for application.
Assists in developing of safety campaigns and coordinates a safety alert programme.
Assists in evaluating the impact of global safety issues.
Ensures all tasks are carried out in line with QMS procedures.
Provides assistance and support with environmental related issues as required.
Requirements:
Bachelor of Science Degree in Engineering, Science or equivalent
Qualified HSE Auditor preferred.
Recognised Industry Diploma or qualification in Safety preferred.
Fluent in written and spoken English.
Consideration may be given to candidates without a degree if they have sufficient experience and can demonstrate
sufficient competence and skills to fulfil the job requirements.
Minimum 5 years experience in HSE offshore drilling.
Must have a sound working knowledge of the drilling and well servicing business. Whilst the job is primarily offshore related, the Onshore and Offshore HSE Officer positions are interchangeable and compatible to ensure continuity with the Department. As such the incumbent must have experience with both onshore operations (land rigs) and offshore operations (jack-uops).
Must be able to demonstrate a thorough working knowledge and experience of health and safety management systems together with implementing and maintaining OHSAS 1800I compliance.
Preferable should be a qualified Auditor and able to demonstrate a practical working knowledge of HSE auditing.
Should be able to communicate effectively at all levels, from on site hands on practical workers to top management.
Needs to be a self starter with excellent analytical, communication and inter-personal skills
Needs to have leadership and communication skills.
Must be computer literate with the ability to produce high level, detailed reports and presentations.
