We are building a new dynamic entity, the Energy Resources Conservation Board (ERCB) to focus on Alberta’s regulatory framework for the oil and gas sector.  The new ERCB is being created to strengthen and enhance our regulatory capacity to address the ever changing Western sedimentary basin and the expanding oil sands sector.

Purpose
 
The ERCB is engaged in a large ongoing program to support the migration and transformation of its legacy systems.  To support this ongoing project, the Business Information Solutions group, which is part of the Information Systems Services branch, requires the services of a Senior Project Manager.
 
Responsibilities/Duties
 
The individual we are seeking is a highly skilled Project Manager who is responsible for the management of the Geology and Reserves IT Program (GRP).  This involves the delivery of new and innovative solutions that can meet both current and changing business needs while working within the framework of our existing software assets.
 
The responsibilities of this position, includes the following:
  • Management of the overall GRP Program with activities including, but not limited to:
  • Ensure that execution of the overall program occurs in accordance with the overall strategic program plan and program goals.
  • Provide input to program strategic and tactical plans and goals
  • Identification and communication of needs for changes to the program plan
  • Management of resources to ensure effective utilization
  • Provide input to staff performance management and development processes
  • Management of the overall program budget
  • Management of program level risks and issues including the mitigation plans
  • Various stakeholder engagements to ensure appropriate communication and action is taken to address business and cross-project requirements, including enterprise initiatives
  • Contribute to the continuous improvement of the IT Solution Delivery Process
Management of one or more projects within the GRP Program with activities including, but not limited to:
  • Project planning, scheduling and execution using the ERCB standard software development methodology and tools – Rational Unified Process (RUP)
  • Project budgeting consistent with the ERCB budget process
  • Project delivery and sustainment of the GRP Program
  • In the context of project planning, lead and facilitate prioritization discussions factoring both business and IT priorities
  • In the context of project delivery,
  • Lead and facilitate the utilization of best practices and standards as defined in our use of the RUP methodology and the Application Lifecycle Management tools (IBM Rational tool set)
  • Ensure that the business is ready for the new system solutions by leading the integration of system solutions to business processes
  • Project resource management (internal and external staff on the project), including mentoring/guiding and motivating team members
  • Lead and facilitating successful Request for Information (RFI) and Request for Proposal (RFP) initiatives
  • Regular project status updates to the Project Management Committee (PMC) on deliverables, resources, budget/cost, scope, and key issues for resolution
Qualifications
  • Bachelor’s degree in Computer Science, Business, or related discipline plus a minimum of 10 years of related progressive experience, or Computer technology diploma or related discipline with a minimum of 12 years of related progressive experience
  • Has PMI (or equivalent) certification
  • Minimum of 10 years experience in the software development life cycle including sustainment (Inception, Elaboration, Construction, Transition).  This includes hands-on experience in a selection of RUP disciplines, (e.g., Analysis, Development, Testing), software development methodologies, application development  & maintenance, information engineering, and data/process modeling
  • Minimum of 4 years involvement in iterative methodologies and lifecycles.
  • Demonstrated budgeting and estimation skills for all elements of a large and complex project (scope, impact, budget) across multiple business areas
  • Demonstrated ability to manage multiple concurrent projects with track record of delivery and strong risk management
  • Demonstrated experience in execution of RFIs and RFPs
  • Excellent analytical, critical thinking, and problem solving skills
  • Demonstrated facilitation and negotiation skills
  • Excellent verbal, written and inter-personal communication skills
  • Focus on improvement and excellence throughout IT organization
  • Must be a team player and customer focused
  • Energy industry experience (oil and gas, or regulatory industry experience) is an asset
