Responsibilities:

Develops, maintains, and verifies implementation of the project quality
assurance program/plan for an assigned project or specific portions of a
large project.
Manages and coordinates the project quality assurance
program/plan activities associated with one or more functions in
engineering, environmental, procurement, construction, testing, and
operations of a project.
Maintains client liaison and communication for
project quality assurance activities.
Advises management of project quality assurance problems and progress.
Is responsible for the QA activities on a major* project or a
combination of major and minor* projects.
Requires a good knowledge of  administrative practices and supervisory experience.
An extremely large project includes engineering, procurement and
construction or construction management requiring a peak project QA staff of at least four people.
A major project includes engineering,
procurement and/or construction, construction management requiring a
peak project QA staff fewer than four people.
A minor project requires a peak project QA staff of fewer than three people.
Leads the implementation of the corporate/project quality assurance
program/plan at the site.
The Site Quality Assurance Manager position
is responsible for a broad range of quality activities related to the
construction phase of the AGD II Project.
This position is located at the Asab AGD II jobsite during the construction phase of the Project.
The successful candidate will be expected to become familiar with the
Project Quality System and perform day-to-day quality assurance-related
activities.
This person will be required to plan and implement work using independent judgment and prior experience in the quality area
Leading planned audits and surveillances of Construction activities
(Bechtel and subcontractors), to ensure compliance to Project requirements.
Performing in-process surveillances of subcontractors and
local suppliers when required.
Planning and implementing work independently in the preparation, performance and documentation of
audits, surveillances and other activities.
Monitoring and reporting on the status of implementation of the Project Quality System and its
effectiveness.
Identifying and recording quality problems and opportunities for improvement, and initiating or recommending solutions.
Reviewing and statusing subcontractor or supplier quality document
submittals (Quality Plans, Test & Inspection Plans, procedures), to ensure effective controls are in place in key areas.
Interfacing with site management and Client personnel as needed during resolution of
quality issues and/or during Client quality audits.
Working closely with other groups and support timely reviews of documents or issues
requiring QA action.
Fostering a work environment that promotes safety,
quality, openness, trust, communication, team-work and customer
satisfaction.
Maintaining and verifying implementation of the project
quality assurance program/plan at the site.
Managing and coordinating
the site quality assurance program/plan activities associated with one or more functions in engineering, environmental, procurement, construction, testing, and operations of a project.
Maintaining client liaison and communication for project quality assurance activities.
Advising management of project quality assurance problems and progress.

Requirements:

Candidates for this position must have at least five years of experience
in Quality Assurance Management and construction working experience in
Field Engineering or Quality Control, with strong background in the
civil, mechanical/welding and/or electrical equipment area. Lead
Auditor Certification from an internationally recognized organization
(IRCA, RABQSA, etc.). Quality Assurance auditor experience and
familiarity with ISO 9001 criteria is required. Technical knowledge in
the application of engineering, environmental, procurement,
construction, inspection, testing, certification or operation practices,
sufficient to comprehend specified requirements.
Engineering degree from an accredited university is desired. Equivalent
industry experience will be considered. Familiarity with industry codes
and standards and construction work related to civil work, buildings
construction, structural steel installation, electrical activities,
piping installation, welding/NDE and equipment installation, maintenance
and testing is necessary (ACI, API, ANSI/ASME, AWS, ASNTC-1A, British
Standards, NACE, IEEE, ASTM, etc).
Experience in the use of personal computers and Microsoft software
(Word, Excel, etc.) is required. Ability to communicate effectively
orally and in writing with others is required. Ability to read and
interpret drawings and specifications and review and comment on
documents generated.
