Requirements & Responsibilities:
Bachelor of science degree in Engineering or equivalent related work experience
Prior experience as a Project Startup (Commissioning) Manager
Prior experience with startup procedures and processes
Manages and supervises the startup activities on one or more projects or
for a global business unit.
Plans and directs startup assignments on the project(s).
Technical responsibility for organizing, executing, and coordinating these assignments.
Makes day-to-day decisions within assigned area or project and makes recommendations to department or
project management regarding policy and procedure.
Responsible for review of project designs and recommendation of changes to design so that projects are safe and operable.
May direct startup operations on a project at the jobsite location.
Global business unit startup managers are responsible for oversight and coordination of multiple projects
within the global business unit.
Responsible for the startup and/or operations activities on one or more major projects, designated portions of a large or complex project, or multiple smaller projects.
Plans and at times directs startup engineering assignments.
Assists, as directed, in the preparation of project proposals.
Prepares or directs the preparation of operations manuals.
Supervises and provides technical guidance to subordinate supervisors or startup engineers assigned to projects or tasks within area of
responsibility.
Broad knowledge of industry and regulatory standards and facilities operations criteria pertinent to the activities supervised.
Prepare commissioning procedures and plan and document all aspects of commissioning including all necessary materials, personnel, vendor support as required by the project scope of work.
Prepare and implement a plan to complete all startup requirements of prime contract or scope
book.
Responsible for supervising other startup engineers, facility operations, manual labor, and subcontract personnel as required.
Supervise the preparation and implementation of startup procedures maintaining requirements of the scope book and withing Startup and Operations standard procedure requirements.
Responsible to ensure
all facility equipment is tested and placed in service in a safe and
prudent manner.
Responsible for the completion of all facility system walkdowns as required.
Coordinate startup activities with project management, engineering, construction, safety engineers, environmental
engineers, contractors, facility operations, owner's management, outside
regulatory agencies, off site customers and startup personnel.
Work hours as required.
This will include working all shifts, overtime, weekends and holidays as the need arises.
Responsible for on the job training of owner's personnel.
Responsible for the conduct of contract required performance tests or demonstrations.
Responsible for handling
and disposal of all startup generated waste materials including any hazardous waste.
Responsible to ensure all startup personnel and sub- contractors adhere to all jobsite safety rules.
Review system definitions and their application during schedule.
Establish full reporting systems for all phases of the commissioning and startup of the facility.
Manage the commissioning and startup staffing and budget.
Manage the mobilization and de- mobilization of all support vendor reps.
Minimum Bachelor's degree in a relevant field and/or relevant practical
experience and training with procedures, operations, and management of large construction projects during the commissioning and startup stage
