PSM:
· Spearhead the implementation of PSM in the Leduc Operating Area;
· Coordinate and enforce the requirements of PSM in the Leduc Operating Area at or above minimum Corporate PSM standards;
· Ensure that Process Safety Information (PSI) is gathered, maintained, stored and made available to those who require it;
· Ensure PSM knowledge is enhanced through coordination of PSM training for appropriate Area staff, proper Process Safety (PS) incident investigations, and documenting and sharing PS lessons learned both inside and outside the Area;
· Maintain and report Area PS leading/lagging indicators and make recommendations based on resulting data;
· Conduct regular self-audits of the Area PSM system;
· Interface with the Corporate PSM Lead, Corporate PSM Implementation Team, and Area HSE&SR to ensure the proper implementation and application of PSM in the Leduc Operating Area.
MOC:
· Coordinate and enforce the proper application of the MOC process in the Leduc Operating Area;
· Coordinate/provide education of MOC processes and tools as necessary to appropriate Area staff;
· Ensure that MOC contributors consistently deal with MOC documents in a timely and conscientious manner;
· Ensure MOC's receive the proper level of technical review between self and Calgary engineering resources;
· Ensure that proper Process Hazard Analyses (PHA's) are completed (baseline, capital projects, MOC's). Facilitate PHA's falling within own capabilities;
· Ensure that Pre-Startup Safety Reviews (PSSR's) are properly conducted prior to operation of any project or change. Guide the process as per standards;
· Maintain MOC reporting and analysis tools and provide effectiveness feedback to affected stakeholders;
· Conduct regular self-audits of the MOC process and make necessary adjustments;
· Coordinate the migration of the Leduc MOC process to align with the corporate MOC process presently in development;
· Interface with the Corporate MOC Lead and Area HSE&SR to ensure the proper implementation and application of MOC in the Leduc Operating Area.
Project Coordination:
· Coordinate the Area's small capital projects with the Calgary Facilities Engineering and Construction group. This would vary from general project familiarity and directing of communications and priorities between the Facilities and Operations/Maintenance groups, to involvement with the implementation of certain small projects if time allows;
· Help ensure that appropriate processes and practices are followed resulting in safe, efficient and consistent execution and delivery of technical support for Operations and Maintenance and small capital projects in accordance with[Company] , Industry, and Regulatory Codes, practices, guidelines, and Safety Management Systems;
· Work and communicate closely with Operations, Maintenance, Engineering, and Area HSE&SR, to ensure appropriate coordination in the successful execution of technical support and small capital projects;
· Provide direction, support and implementation of programs for the Operations Group in regulatory compliance requirements relating to government and industry regulations as required.
Education/Experience Requirements:
· Minimum 4 years of Operations engineering, safety engineering, and/or facilities engineering & construction experience;
· Technical accreditation with a preference for a Registered Engineering Technologist (RET) designation or Registered Engineer in Alberta and/or BC;
· Strong HSE&SR (Health, Safety, Environment, and Social Responsibility) experience and focus is essential;
· Experience in various aspects of the industry, including Operations, Engineering, EPCM, Oil & Gas Company and Construction.
· Strong communication skills (verbal and written);
· Exceptional organizational skills, with the ability to manage data and documents effectively;
· Proven project management and coordination skills, with the ability to apply project management techniques and processes to achieve desired results.
