Job Profile:
Reporting to the Team Leader, Occupational Health, Hygiene and Loss Control (NANG) the Emergency Preparedness Advisor (EPA) provides the technical support and coordination of the development and maintenance of business unit and site-specific emergency response plans for all North American Natural Gas (NANG) Operations. The scope includes ERCB Directive 71, CSA Z731, Industrial Wildfire Control and Prevention Plans, Flood Plans and CEPA E2 Plans.
Based in the Calgary area, the Emergency Preparedness Advisor will work closely with the with NANG client teams including drilling, completions, and logistics, construction, and production operations.
Accountabilities
This position advises internal clients, providing expertise and compelling advice on Emergency Preparedness issues and practices, emphasizing effective, practical action directed at compliance, preparedness, risk mitigation and resolution. Client decisions are reached collaborately and substantially influenced by the direct advice of the EPA.
Effectiveness is assessed on the ability to influence change, through a balance of “hands-on” issue involvement, coaching, educating, training and by providing the necessary systems and tools for clients to employ while endeavoring to meet the letter and spirit of Petro-Canada’s Total Loss Management strategy, policy and standards.
The EPA roles includes:
- Coordinate the development of both the general business unit and site specific emergency response plans for all of NANG’s operations
- Optimize systems and processes to ensure that emergency plans are effective, risk based, aligned across NANG and in compliance with appropriate standards and regulations.
- Interact with other shared services (i.e.: Communications, Surface Land, etc.) to ensure adequate integration and coordination among internal support functions
- Ensure emergency planning / response needs of other key stakeholders are met (i.e.: residents, local authorities, and regulators).
- Optimize resources balance between internal versus external ERP preparation services
- Coordinate the sourcing, contracting and oversight of ERP preparation services
- Establish and maintain efficient document control processes
- Stay engaged in current and emerging regulatory compliance issues, industry standards & best practices
- Coordinate and steward internal emergency preparedness training standards
- Participate in industry associations and activities on matters related to NANG Emergency Preparedness objectives. (e.g. CAPP Emergency Response Committee)
- Major Event Team(MET) Plan Advisor for NANG, and as such, develop, implement, support and instruct management and staff in emergency management techniques
- Organize and facilitate Tier 2 exercises
- Participate as an active member of the Major Event Team (MET) response during any NANG Tier 2 incident, and as MET Plan Advisor backup to other business units
- Participate in the Petro-Canada emergency response community of practice, and bring learning’s back to NANG
- Coordinate activities with Loss Control and Environmental Advisors
Specific Functional/Technical Skills
Required Qualifications
- Minimum of 5 years related experience in Emergency Preparedness, management and coordination
- Strong interpersonal skills
- Non-authoritative leadership skills
- Excellent presentation, written communication, group facilitation, project and contract management, group meeting and training skills
- Safety management system experience
- Risk assessment experience
Strongly Preferred Qualifications
- Related Degree or technical diploma
- Loss management formal training/certification
- Canadian Registered Safety Professional (CRSP) designation or plan to obtain in the next year
- Incident Command System understanding and experience
- Previous experience in functional and/or leadership role
- Strong knowledge of Energy Resources Conservation Board Directive 71 and Directive 56, Canadian Environmental Protection Agency Environmental Emergency Plans, Canadian Safety Association Z731, Oil and Gas Commission ERp regulatory requirements
- Knowledge of information used in determining planning zones
- Awareness of facility operations and well based activities.
- Experience on multi-stakeholder committees and interactions with public
