Under limited supervision, coordinates complex purchases of materials, equipment, supplies in accordance with prescribed purchasing policy and procedures. Reviews and analyzes purchase requisitions, investigating and developing sources of supplies; prepares bid, issues bid requests, reviews quotations, interprets purchasing procedures to departments and vendors, acting as a liaison between user departments and vendors. May lead or guide the work of level I, II buyers.
Responsibilities
· Act as Procurement Capital Projects lead for Major Projects.
· Manages all aspects of procurement processes including negotiated terms and conditions.
· Conducts bid openings; evaluates bids and proposals to determine `total best commercial value's; assures selection in accordance with established criteria; issues award letters or contracts, conducts pre/post award meetings.
· Negotiates with suppliers establishing price, delivery, payment terms, cancellation charges, liquidated damage clause, warranty, scope of work, change orders; researches sources of supply; reviews sole source validity and determines methods of procurement action.
· Provides administrative oversight during contract performance.
· Provides liaison services between vendor and departments for procurement procedures, order status, and problem resolution; advises departments on cost effective alternatives.
· Maintains records in accordance with established policies and procedures and audit guidelines / SOX requirements.
· Manages and/or coordinates multiple projects which contract for specialized services, are large in scope, or involve major equipment acquisition.
· Assists other buyers with complex procurements.
· May lead, guide, and train staff performing related work; as appropriate to the area of operation.
· Assists in vendor qualifications.
· Provide Business Development support as required (pricing, accessing liability exposure)
· To understand and participate in Supply Chain Team initiatives (as required).
· Performs miscellaneous job-related duties as assigned.
· Maintain an up-to-date knowledge of market conditions relating to supply and pricing.
Qualifications
· Post secondary education (Purchasing, B-Com, Finance, Bus. Admin.)
· 5+ year purchasing experience
· Project Procurement lead experience beneficial
· PMAC (CPP) Program accreditation beneficial.
· Highly knowledgeable of purchasing practices and procedures.
· Skill in preparing and analyzing bids.
· Skill in establishing and maintaining effective working relationships.
· Ability to effectively communicate
· Equivalent combination of experience, training and/or education will be considered
Salary will be commensurate with qualifications and experience.
