With minimum supervision, provide support to the Commissioning Supervisor and coordinators. Contribute to the planning and execution of commissioning activities in support of Major Projects. Develop and execute Quality Assurance commissioning procedures for Major Projects. Monitor and control quality of commissioning packages, commissioning drawings, critical drawings, Q drawings and quality of all turnover documentation.
Responsibilities
· Provide expertise to project teams in the development of comprehensive quality commissioning and start-up procedures and execution plans required to effectively and efficiently support the portfolio of projects within Major Projects.
· Perform audits of commissioning processes to confirm compliance with requirements.
· Provides quality management expertise regarding commissioning activities to support the execution phase of [Company]'s mainline capital pipeline projects as required, including all issues related to quality management system (QMS) implementation for commissioning processes within the EPC group.
· Lead a team of [Company] technical specialists focused on coordination of internal functional stakeholders, project execution design consultants, vendors/manufacturers and construction Inspectors and contractors, all to assure timely, safe and fit for purpose satisfaction of customer and [Company] operational needs.
· Assure detailed commissioning specifications, inclusive of all vendor/manufacturer manuals, commissioning drawings, vendor drawings, Construction Q drawings, flood plan drawings and critical drawings are assembled by the project consultant and utilized by our specialist field forces.
· Liaison with project teams, Engineering Consultants and other key stakeholders to ensure that quality procedures are developed, and followed to ensure efficient field commissioning activities.
· Liaison with Operations to establish and determine turnover documentation packages
· Liaison with station Construction Inspectors to determine construction complete milestones, and determine and accept construction turnover packages.
· Monitor and control the quality of commissioning as built drawings and turn over packages
· Assure all essential construction and testing records required for operational life/permanent retention are secured, reviewed and transitioned to permanent archives.
· Assure processes, practices and procedures are developed, implemented and maintained for the project phase of commissioning and startup
· Prepare and manage project cost estimates for internal and external resources required for commissioning and startup services
· Prepare and manage resource plans required for commissioning and startup services
Qualifications
· A technical school diploma in Mechanical Engineering Technology is preferable. Other combinations of trade and technical education and experience will be considered.
· Minimum of 10 years progressive experience within [Company] and thorough knowledge of [Company] drawings standards, commissioning drawings, critical drawings and construction drawings.
· A technical and working knowledge of design and construction codes such as CEC, CSA Z662, AEUB, NEB, etc. is required.
· Highly effective interpersonal skills with proven ability to independently lead and/or coordinate work with diverse groups and individual personalities as appropriate (project team, internal and external stakeholders, customers and contractors)
· Exceptional execution planning, work management, problem solving, decision making and negotiating skills, supplemented with a practical aptitude
· Exceptional teamwork skills, with a proven ability to work in a matrix environment with diverse groups and individual personalities.
· Ability to pro-actively influence events and to be assertive as required to ensure the company's best interests.
· Must have the ability to effectively respond under circumstances having urgency and/or unplanned safety and throughput risks.
Salary and position level will be commensurate with qualifications.
