Position Summary
- Reports to: Manager, Subcontracts

Position Purpose:
The successful candidate will be involved with Subcontract Management for a large office for various projects including:
- Department and/or project procedure development
- Department staffing, recruiting, training and oversight
- Project planning and resource allocation
- Prime contract flow-down review and formation of project specific subcontract boiler plate language
- In process audits for procedure compliance
- Direct and oversees all subcontract department personnel in every aspects of subcontracts administration, from sourcing of bidders to closeout of subcontracts and records retention
- Coordinates closely with other Supply Management disciplines for continuity and overall program effectiveness
- Establishes and implements effective subcontracts management leadership, systems, methods and procedures for the office, group or project. Participates in or leads subcontract management strategy development and implementation. Provides guidance on subcontract management matters to office personnel. Prepares and presents internal and external supply management presentations.
Responsibilities:
- Works with responsible Supply Management leadership regarding development, implementation and support of Subcontracts.
- Works with Operations Management to plan and support Subcontracts Management execution for the operation.
- Coordinates with Project Management, Construction Management, Business Development, Legal, Finance and Insurance during proposal and project execution.
The candidate will be accountable for:
- Effective execution of company policies and procedures relating to subcontracts management (including but not limited to safety and ethics).
- Quality and timeliness of direction given to Subcontracts personnel.
- Timeliness, accuracy and adequacy of subcontract negotiation and subcontract administration activities.
- Fulfillment of subcontract requirements during project performance.
- Effective supervision of change activity to assure adequate protection of the company against potential subcontractor claims.
- Effectiveness of leadership with subcontractors, management, customers, support organizations, and project team members.
- Timeliness, accuracy and adequacy of problem identification, status reporting and corrective action.
Qualifications:
- The best-qualified candidate will have a minimum of 12 years in supply management or related field, with specific experience in subcontracts management.
- Understanding major technical, organizational, managerial and business issues related to operations management; understanding project delivery processes, overall corporate resources and capabilities is important.
- The candidate must have strong communications and writing skills and the usage of computer in support of supply management, including Supply Management software, electronic mail and standard desktop software.
